The depths of depravity! How dare these people avoid paying the gas tax? Ok, he wasn't arrested, he was merely fined $1000 for the state gas tax, plus $1000 for the fed gas tax.
If only he paid the $2500 fee, he'd be allowed to drive his veggie mobile legally. Check the link:

The article makes a good point (unstated, of course) that fuel taxes might not be the best way to pay for roads. The fuel tax, like all sales taxes, requires a police-state-like infrastructure that has to be invasive enough to prevent such black market activities.
